You can still manage Chrome Web Store apps without the management licenses.  Go to Other Services, Chrome Management (chrome browser policies), User Settings, Pre-installed Apps (manage pre-installed apps) you can push them to the browser there.

You can access the App Packs from the Admin console by going to Device management > Chrome management > User settings > Pre-installed Apps and Extensions.
App Packs are only available for Google Apps for Education customers. When you pre-install these apps on your students' managed Chrome devices, your students will see them when they sign in to their Chrome devices. Also, if your students are using Chrome on a Windows, Mac, or Linux computer, they will see these apps when they sign in to Chrome with their Google Apps account on that device.

As we move toward using Chromebooks next year, I would like to add some more Marketplace apps to our domain to ensure ease of access.  Unfortunately, when I attempt to add some of these apps in the Admin Console, it gives me the message that the app (ex. Loupe Collage, IXL Math) can't be found.  Other apps, like Lucid Chart can be found and added easily.  Is there some reason for this?  Have I missed a setting somewhere, or are some apps simply not available to be added this way?  Thanks in advance for your help!
