Yes to Eric's comment - staff are clear suspensions.  Students - well as a sysadmin my habit is to never delete accounts, just disable them, so I carry that habit through.

The suspensions should be sustainable for as long as you own the domain.

My procedure is to require students and staff on termination/departure to remove their documents and then to suspend the account.  I suspend all accounts as there seems to be no penalty in keeping them dormant.  Then if something happens, I can re-activate as needed.
