We recently ordered one of these:

Its a dedicated H232 system (like the Polycoms / Tandbergs), does 
recording(!), and 720p quality.  We're pretty happy with it through initial 
testing and it's quality is in the realm of the much more expensive Polycom 
systems that we also own.

We picked the AVer up for around $1100 at Amazon, but I see that it's 
currently out of stock there...

For the best quality video conferences, a dedicated H232 system is the way 
to go, as John suggested... Although you'll need a bridge (like the LNV) to 
do more than a point-to-point (2 users) telecon.  What's really nice about 
this AVer is that it has a built in 4 way bridge (MCU), allowing up to four 
users to connect.  You could also use a service like Fuze to serve as the 
bridge... lots of options to choose from in the H232 realm.
