I actually just spent some QT with TourBuilder last week in preparation for a Geography project. It does have most/all of the features of Google Earth (WHY can't Google make Earth web-based?) The only downside I found is that collaboration is not possible, just sharing of the final product. At that point there is little advantage for us (using Windows) but for a Chromebook environment it would make good sense!

FYI the other two I looked more closely at were animaps and ikimaps, but again no collaboration possible.
