I agree. And since the ballot isn't forwarable, those who go south for the winter won't get their ballot and then they will call and we will have to send another one.  Then we have to keep track of those that come back. It will be a nightmare!   Then you will have those who don't want to vote absentee and go to the polls and forget to bring the ballot with them that we sent.   That means we will have to pad our order by ten percent or so to cover new voters and returned ballots.

How do you deal with all the ones that are still in your town but have move
15 times so the address isn't valid, but they didn't bother to update it with you! There's more wasted postage when it comes back as undeliverable.....

I would have to hire a ton of people just to do the mailings!  I can't keep up with just the absentees for a general election without hiring extra people.  I have 15,000 on the checklist.  For the primary alone it would cost $15,000 for postage!  My budget would not allow that. When I asked my state rep if there was any bill on the floor regarding primary going to caucus, the answer was no.  Doing this on top of all our other clerkly duties?  Impossible!
