This could also be accomplished in VoiceThread pretty easily.  You'd have
to play around with it to get the settings right, but if you set the VT to
only show comments once approved, the teacher would never have to approve
the comments and the students wouldn't see each others' work but the
teacher would.

Use the VT features that allow you to add multiple slides.
