Why not just have them use Google Takeout? https://www.google.com/settings/takeout
If they want to take Drive files they might consider putting all files/folders in one folder, downloading it and uploading it to their personal gmail account. This allows them to take shared files (files they don't own) that are within their folders. The takeout only extracts files they own.

I believe if we were going to do this from scratch that we would build it as a single domain with sub-organizations for the different levels.
