It was them (Elsevier). They fessed up.
It was some sort of cloud security thing which they had "tested
extensively" but still caused some of us to no longer be able to connect to
their services.
They are sorry. I believe them.

I am so glad I just kept nagging them and did NOT bother our IT dept with
this. They have enough to deal with without some rogue vendor implementing
a new fail.

Rant officially finished.
