I think you can do this via the Twitter desktop client, HootSuite, or TweetDeck.  Just hit “skip” on the bit where they ask for your phone.

I just did it with Tweetdeck, no problem, no phone.

So am I understanding correctly that Google Voice requires users to enter a cell phone number as well? If yes, might be easier simply to enter number during the Twitter set-up process. I'll continue to explore. Thank you again!
