Do you think this will work?

 If so set the Chromebook so that additional accounts cannot be added by
using the *Restrict sign-in to the following users* list and uncheck *Enable
guest browsing*.
To see those features, go to *Menu*, *Settings*, *Users*, *Manage other
users* but you'll want to manage that through the management console.
If Chromebooks are shared among the students you can block the Google
server that manages sign ins and uncheck *Enable guest browsing*.
