Name of person being honored/Reason to Lower Flag(s):  The flags are being lowered as a mark of respect for Antonin Scalia, Associate Justice of the United States.

**           Rule:  When the U.S. Flag is lowered, the Vermont flag and POW flag must also be lowered, the U.S. Flag must always fly above or equal  to any other flags that are flown.

2016-02-17 New York Times excerpt:  "The funeral has been scheduled for 11 a.m. Saturday at the Basilica of the National Shrine of the Immaculate Conception, a national Catholic pilgrimage site in northeast Washington. There will be a private burial at an unannounced location after the funeral Mass."
