If this is an 'up or down vote' I would have to say it has not been cost effective, and that other options should be identified to provide training to the small sample of users with the understanding that user/topics always shift. Unless there is an identifiable topic that would draw sufficient user utilization ie. Exchange or virtual reality classrooms, I'd let it slide off the table.
