I guess I wasn't as clear as I should have been. I was using examples of one-shot, major campus wide rollouts, which in the case of Exchange it was very beneficial as a support tool supplementing the live trainings.

Right around $22,000, varies slightly based on FTE.

Expensive, but not if it serves as a well used training resources across campus.  Clearly it would need to be promoted for more than just Outlook to be an effectively used campus resource.
