You can license it per user or per device, one teacher wanted his license
that way, and another wanted the ones for her classroom to be the the other
way, and it was a pain in the butt.  Now we're all per device.   The only
real issues have been with the quotes I get from SHI, first they'd give me
one price, then say no, you don't qualify for that tier when I go to place
the order, and try to charge me twice as much, then backpedal on that
later...
