My guess is that they are looking for a way to validate drug testing as an acceptable screening tool for public housing. I'd actually want to see the rest of the paragraph in order to validate the statement to see where it is coming from and what conclusions are being drawn from that sentence, and that would give you a better idea of what the author is aiming for.

My guess what they mean is if we have a screening tool that can identify which candidates would be best served with housing opportunities.

A lot of the homeless have mental health disorders so they might have to spend more funds getting the person diagnosed and treated and because of their illness more resources would need to be spent as the housing situation would be possibly a single patient location vs a group home  as the person doesn't like to hang out with others
