The trick is to have both static and dynamic documents. I don’t think can control the sharing settings in Google’s Team Drives, so if you go that route create a user that will control the shares and manage the shares and share settings by folder.  You can then use Google Sites to neatly present the documents to your users.

However, if you are using Office365, then a Sharepoint site will do this easily as well.
