What I'm trying to do: We have an image of our school's Learning Expectations (LEs), viewable here. What we want is the ability hover/mouse over each indicator (the black text list under each of the seven main LEs) to bring up a pop-up window with text that lists each of the courses we offer that teach and assess that specific indicator--one image with many pop-up windows (these can be text windows or screenshots of text). We have a site license to the Adobe Creative Suite, if any of those tools can accomplish this.
