Thank you all for the responses! OK, I've pulled the custom wallpaper and
will report back if it seems to help -- probably take a week or more to
gather data (I am only here part-time, and they only use the Chromebooks
part of the time.)

Rochelle, have you checked under Device management *and* User management?
It's possible to set it in either/both places:
