Dear University Business and Grant Administrators,
As you know our federal government is currently shutdown. There is limited information from federal agencies regarding sponsored projects.
Here is what we do know:
OMB issued the following memo to agencies, https://www.whitehouse.gov/wp-content/uploads/2017/11/m-18-05-Final.pdf, which includes FAQs regarding grants and contracts. You will find those on pages 3-9.
· Existing Federally Funded Sponsored Projects: Continue performance of the work, unless otherwise notified, however take caution not to extend commitments beyond the current amount authorized for spending.
· Grants.gov: Remains open.
· NIH: Proposals should continue to be submitted through InfoEd to Grants.gov. NIH Commons is currently open, however expect delays in all transactions.
· NSF: For details see: https://www.nsf.gov/. Fastlane and Research.gov are off-line. No proposal submissions or prior approval requests are being accepted. NSF payments have stopped during shutdown, however awardees may continue performance under their NSF awards as long as the period of performance has not expired.
Updates regarding government operating status and resumption of normal O&M can be found at www.opm.gov.
News and updates related to the federal government shutdown will be posted here as they become available to SPA’s webpage Federal Government Shutdown - January 2018.
