SPA Reminder: 4.1.11- Fly America Act
Dear University Business and Grant Administrators,
The Fly America Act is a federal regulation that states that any foreign air travel that is financed by federal funds must be booked on U.S. flag air carriers, regardless of cost or convenience. This regulation must be followed by all University personnel, students, trainees, consultants and collaborators who are reimbursed for air travel using funds from a federally funded sponsored project as a recipient or subrecipient.
It is the Principal Investigator’s (PI) or his/her designee’s responsibility to ensure that all air travel charged to federally primed or federal pass through awards are in compliance with this regulation.
The University of Vermont generally requires travelers who will be reimbursed from federal grants or contracts to use U.S. flag air carrier service, consistent with the Fly America Act. Under certain circumstances, the U.S federal government allows for exceptions to this Act. Please reference our guidance on Fly America Act for a list of these exceptions, along with other useful UVM links in regards to foreign travel - Guidance on Fly America Act.
As an added quick reference, the below flow chart maps out the rules for foreign travel on a federal grant.
If you have any questions, please contact SPA’s Research Finance and Reporting Team for guidance when booking your foreign travel arrangements.
