Be careful with leading zeros for courselevelcharacteristics, it should be 00568 for instance.

This variable were borrowed directly from the CEDS model to cover Vermont reporting around flexible pathways and other educational opportunity measures that either current or possible future states. The definitions for these can be found on the CEDS website.

Courselevel is a variable that we have been using for some time and was a metric used in the legacy SECT collection (Student Educator Course Transcript).
Here are the definitions for that codeset

·         Course Level (COURSELEVEL): The data in this field represents the level of difficulty of the course.

o   X – No Specified Rigor: The notion of rigor may not be appropriate for some courses at the elementary and middle levels; survey or interest courses that expose students to a variety of subjects are examples.

o   B – Basic or Remedial: A course focusing primarily on skills development. The course offered may focus on the improvement of a particular deficiency in content previously taught but not learned.

o   G – General: A course providing instruction that focuses primarily on general concepts appropriate for the grade level.

o   E – Enriched: An enrichment course or program that is inclusive of enrichment, talent development and gifted and talented support systems.

o   H – Honors: A course carrying an honors status according to educational requirements. These courses typically include additional content and/or a higher level of rigor than that found in general courses and they are formally designated as honors classes.

o   A – Advanced: An advanced course designed for students who achieve a specified level of academic performance.

o   Advanced Placement-- Advanced Placement (AP) is a program sponsored by the College Board through which high school students can earn college credit and advanced college placement.  The list of courses identified by the College Board<> as preparation for AP tests is available on their website.

o   Advanced Mathematics- Advanced mathematics includes the following:  trigonometry, trigonometry/algebra, trigonometry/analytic geometry, trigonometry/math analysis, analytic geometry, math analysis, math analysis/analytic geometry, probability and statistics, and pre-calculus.

o   International Baccalaureate classes-- The IB Diploma Programme, sponsored by the International Baccalaureate Organization, is designed as an academically challenging and balanced program of education with final examinations that prepares students, normally aged 16 to 19, for success at university and life beyond.  The program is normally taught over two years.  IB Diploma Programme students study six courses at higher level or standard level.  Students must choose one subject from each of groups 1 to 5, thus ensuring breadth of experience in languages, social studies, the experimental sciences and mathematics.  The sixth subject may be an arts subject chosen from group 6, or the student may choose another subject from groups 1 to 5.  Additionally, IB Diploma students must meet three core requirements:  the extended essay, the theory of knowledge course, and a creativity/action/service experience.

o   P – Postsecondary (Dual Enrollment): A course, often taken at or in conjunction with a postsecondary institution, which contains instruction equivalent to a college-level course and for which a student may earn college credits.

The last part of the email said
I assume if CourseLevel = S then Characteristic must = 569?

So there is no level “S” and the characteristic should be 00569. In terms of the content I would not assume that because a course is special education students that the content is remedial this is a question for the curriculum coordinator, who has answered questions of this nature in the past for the SECT data.
Ideally decisions about level and characteristics are made by the curriculum coordinators in conjunction with teachers, this then gets done muc farther upstream in a normal year, I realize this s not a normal year and you just need to understand these data. Hopefully this is helpful.

Would be nice to have some definitions, wouldn't it?  We were just guessing, but most courses that are remedial are for special ed students, so we dodged that for the most part.  The only other thing I might have tagged as remedial was academic support, which is for kids who don't quite make the criteria for SPED.  Used to be Title 1 before the SU shifted all the title money to the elementary schools, and it's locally funded now.
