I just ended up doing a lot of the work in notepad. That made life easier, unless it was a huge error and I needed to open the file. You could insert a column and use the formula =text(x2,”00”) where x is the column letter. Drag this so all rows are filled in copy and paste values into the column that needs the leading zeros. I got sick of doing that so was working in notepad which made life some easier.

The zero is disappearing when you open it, not when you write it, so it is there, unless you save the file again after you open it.  If you need to open a csv file, change it, and save it, change the file extension so it's not CSV when you open it, then open excel, tell it to open a file, tell it all files, pick that file, it will then say it's text, ask you what the separator is, then it shows all the columns with the word general at the top of each column.  Shift-click the last column to select all columns, change the column data format to text, then the leading zeroes won't go away when the file opens.  It's a pain, but the only way sometimes.

Adding an apostrophe before the number that starts with a zero will keep the full number but not post the apostrophe. For example: if your number is 08753 excel will truncate the number to 8753 unless you type '08753. Excel will then fill the cell with 08753.
