Director Listening Sessions - Integrated Property Tax Management System
We are hosting eleven regional listening sessions this month to gather input on what you would like to see in a modern system. Dates and locations are as follows, we hope you will be able to attend one of these informational sessions. We have created a web page which will provide regular updates and that includes an email link for your comments, and we are also collaborating with VLCT on surveys designed to get your feedback.

Please feel free to share this info in your town office and note that we are extending our invitation to all town officials interested in this topic.

Reappraisal Towns & Current Use
Q:          We are a reappraisal town and don't want to duplicate our efforts. Should we do Current Use downloads now, even though we don't have land size changes, value changes, etc. yet from the reappraisal?

A:            When there is a subdivision of property, sale of property or name change of property that is enrolled in Current Use, often the Current Use Department does not have this information until it is provided by the town. Once the department is aware of these changes, they are required to write a letter to the property owners to request a new application, change of ownership application, etc. and the owner is afforded a minimum of 30 days to report back. This process may take much longer than 30 days due to mapping needs, forester review, Current Use review, etc.

Because of this timeline, it is crucial for Current Use to find out as early as possible about any of these changes. For reappraisal towns, this means that the values might not be correct yet, but at a minimum if you can complete the file for acreages, names, and updated SPANS, it will start the rest of the timeline moving sooner.

Town clerks should now be completing their final recordings of transfers for the 2019 Grand List as well as reviewing their work queue for any PTTRs that may be 'stuck' and need to be submitted; these are the last of the sales that will be used for the upcoming 2019 sales study. If you have not begun validating your sales for the Equalization Study (those on your active work list) we encourage you to begin as soon as time allows. Homestead Downloads
Please continue downloading your Declarations on a regular basis, paying attention to business/ rental percentages as well as business use of outbuildings. Remember, any allocation changes in the homestead or housesite value are to be flagged for Change of Appraisal notices and require a comment. 32 VSA 4111(g)<>

Vermont Property Appraisal Certification Program
The mission of the Vermont Property Assessor Certification Program is to encourage, promote, and provide educational opportunity and advancement for listers and assessors throughout the state.
VPACP creates four levels of achievement (VPA I, VPA II, VPA III and VPMA). Each level has prerequisites and requirements, including levels of work experience and training.

This is a voluntary program designed to encourage and recognize professionalism and competency in being a municipal assessing official. Education is a high priority for the Division of Property Valuation and Review (PVR). Listers, assessors, and other municipal officials who take advantage of these educational opportunities will have a better understanding of their responsibilities and will better perform the duties of the office.

Current Use
Land Use Change Tax and Lien Release Fees
The 50% share of Land Use Tax and lien release fees for the period 12/11/2018 to 3/10/2019 have been recently disbursed to towns. If you have questions on the amount your town received, review the LUC lien releases that were submitted during the above time period. Additionally, your town treasurer will have received a letter a few days after the disbursement which details the lien release payments on the back side. If you still have questions, please call Elizabeth Hunt (802) 828-5860, option 2.

LUCT - myVTax
The lister's letter notifying the land owners of the Fair Market Value (FMV) calculation for Land Use Change Tax purposes has been updated and corrected to reflect that the landowner should contact the lister, not PVR if they have questions on the FMV calculation; the date of the letter was changed to the be the FMV calculation date, not the date it was printed; and some minor grammatical edits were made.

Current Use File
The first exchange of the Current Use file for the 2019 tax year became available for download March 15th. Please review the file carefully and compare it with the applications that are still under review in eCuse. The Tax Department now automatically sends letters out to the buyers of property enrolled in current use, so hopefully the applications to transfer land will be in eCuse earlier for everyone's review. Current use has begun approving applications for the 2019 tax year. You will receive an email letting you know that the approved application is available in eCuse. If you are looking for a Notice of Withdrawal (aka Notice of Discontinuance), those are in your myVTax.

Completed applications for your upcoming 2019 grand list are available for recording in eCuse. These applications will support your knowing what changes are in the pipeline which helps facilitate quicker file exchanges, reaching 100% certification earlier and a smoother process for all.

Town clerks should also be checking regularly for applications that have been approved and are awaiting recording. The helpdesk (802) 828-6844 is available for both listers and clerks for help with your password.

Withdrawals/ Discontinuances
Current use withdrawals are ongoing, processed through the myVTax application.  You will be alerted via email when you have LUCT (Land Use Change Tax/Penalty) value requests in myVTax. Please log into your myVTax account as soon as possible where you will be asked to determine a value for the land being removed from the program. Please be mindful that by statute, listers/assessors have thirty (30) days to submit the completed form to the Director 32 VSA 3757(b)<>.
