Hi Keith, It depends on what he's recording, Garage band has instruments built in so that you can "play" them and generate new tracks, if that's what he's looking for then he'll be disappointed in what "worldorchrome" has to offer at the moment I think. If on the other hand he is looking to take pre-recorded tracks and have an audio editor, Audacity (the old audio open source workhorse) has a chrome app that would allow him to do all those things. Import tracks, export finished tracks, and a pretty robust set of editing tools all for free. Hope that helps.
