I had to create the ‘Uploads’ folder within the ‘Backgrounds’ folder. Then my images appeared just fine via ‘Show background effects’ in the ‘Bacground settings’ window. I am using a 2013 MacBook Pro running MacOS Mojave.

That is where my image file is and was (and it is a .jpg) but no I don't get the option (I'm not devastated).  It may be the age of my computer...

As Justin and Wes pointed out, make sure you are putting the files in the user-level Library folder (which is hidden in modern macOS) and not the system-level Library folder (which is immediately visible). The easiest way to open the user-level Library folder is to click the Finder dock icon (a.k.a. "happy Mac face"), hold down the Option key, and click the Go menu in the top screen toolbar. Library should show up in that list. Note that if you release the Option key while that menu is open, Library will disappear from that menu.

I posted it after doing that on macbook pro laptop cant say for sure about a desktop or different laptop

Has directions for both pc and Mac. I downloaded my classroom picture from uvm’s EMS so students can see their classroom, although empty.
