In March 1992 the Ministry of Communications authorized the use
of the ILAN academic network (Internet connection from Israel)
for research and educational applications. The network, which
until that date, had been closed to all but academics would now
be opened on an experimental basis for hi-tech industry,
research institutes and cultural and educational organizations
(including k-12).
Over 300 companies and institutes have been approved by the
inter-governmental committee to connect to ILAN and of those
over 150 have already done so.  As part of this effort the
Ministry of Communications (which holds government responsibility
in Israel for telecommunications policy) has already authorized
four commercial companies to provide Internet services.
In answer to the question, full Internet connection for individual
usage is not at yet permitted in Israel.
One of the commercial VANS is the official representative of
Compuserve which, of course, has an Internet e-mail connection.
