This was an issue with OSHA when I was in a hospital library.  The hospital
library I was in had custom built, oak shelves.  My boss (the hospital CEO)
refused to cut the shelves.  The solution was to install additional
sprinklers between the stacks.  Evidently this met OSHA standards in 1991.
