Same applies to promised positions which are then "frozen" or scheduled
for some distant budget time frame.
 
We must decide ahead of time how to handle these situations in our
institutions.  Curtailing "visible services" as Michelynn suggests is the
only way to have regular patrons know about situation and respond.
Having breakouts of services, timeframes to provide and costs defined
ahead of time really helps when you get those 11th hr. "if you can prove
you need it, how much it will cost, etc., etc., maybe the budget will
support it" types of requests from administrators, or the reverse "we
must cut back services".
 
Patience, persistance, optimism and yes sometimes a thick skin all help!
 
Doing more with less only gives the doer stress ulcers, headaches, etc.
The recipient generally does not know the situation and does not care as
long as they get their needs met.
