With the criteria that was given, woudn't a good downhill course at
North start at the summit, run down the top of Rim Run to Exterminator,
cut over to inverness on Northway then finish on Inverness.  This would
cover 2,600 vertical feet, have varying pitches and two hairpin turns.

That is exactly why Upper and Lower FIS (with that stretch of Rim Run in
between) exists, although I'm not sure it satisfies the two hairpins bit.
