President Clinton Issues New Energy Efficiency Executive Order

On June 3, President Clinton issued an Executive Order to help meet the
challenge of global warming by significantly improving energy efficiency
in Federal buildings.  The Order requires each Federal agency to reduce
greenhouse gas emissions that result from building energy use by 30%
below 1990 levels by 2010.  The White House estimates that the resulting
energy savings will reduce annual greenhouse gas emissions by an amount
equal to 2.4 million metric tons of carbon (MMTCE) - the equivalent of
taking 1.7 million cars off the road.  In addition to requiring
substantial energy efficiency improvements, the Order requires Federal
agencies to expand their use of renewable energy technologies and
electricity from renewable energy sources, such as solar, wind,
geothermal, and biomass.

Consistent with the Executive Order, the General Services Administration
has signed an agreement with the Sacramento Municipal Utility District
to provide 100 percent renewable electricity to the Environmental
Protection Agency (EPA) laboratory located in Richmond, California.
Under the terms of the three-year agreement, SMUD will sell EPA
approximately 1.8 million kilowatt-hours of electricity per year.  The
EPA is the first Federal agency to purchase 100 percent renewable energy
to supply one of its facilities.
