Yes, they introduced it at the seminar this spring. If you don't have a lot of penny credits it would work great. My concern is with the small credits people will under pay on the second installment then I'll be chasing small balances owed.

For those who haven't heard, there is a new feature to have prepayments show up on the tax bills. If you aren't aware of it, check with NEMRC for the procedure before you get too far into the tax bill process. I found out too late - grrrrrr.

Good afternoon Town and City Clerks,
Under Act 145 (H.657)<https://legislature.vermont.gov/bill/status/2024/H.657> of 2024, certain communications network infrastructure will be set in the State and local Grand List as real property and taxed at its fair market value beginning with the 2026 Grand List and property tax year.

This has understandably created an increase this year in appeals to the valuation by communication providers, which also impacts your office. The process for a property owner to appeal their valuation follows the process stipulated in 32 V.S.A. § 4404, beginning with an appeal to the local listing official. Appeals beyond that go to [...]

Height needed depends on:
1. Size of the collection of vehicles
2. Slope to where they are stored
3. Elevation and slope of the road you are trying to limit sight of the
cars from.

I'd stay with a limit of one unregistered vehicle on a lot, with a temporary
(6 month) second vehicle allowed.

I can see having an unregistered vehicle to use for parts, but after 6
months,
they should be able to strip all the wanted parts off and get rid of the

I'd say between 5 and 8 feet. 6 ft fencing is standard...

Be careful..SAM registration/renewal is free for municipalities. But there are plenty of scams out there where the third party supposedly helping you to complete the process, charges you-going rate is $649. Mary

Yes, this year it was a much more involved process and we had to interact
with the Defense Logistics Agency (DLA) and CAGEREVIEW@DLA.MIL
<mailto:CAGEREVIEW@DLA.MIL> to provide extra documentation. I did find it
helpful to call their customer support line 877-352-2255 to ask for more
clarification.

They ask for verification of several things 1) Similar Company names and
whether or not they are associated with us (Namely, the Town of Cornwall New
York) and 2) verification of the Point of Contact (just confirming email
addresses and phone numbers and 3) Legal Business Name documentation,
which listed a bunch of documents and [...]

Has anyone had trouble renewing their SAM registration for your municipality?
Each year, it has been a fairly simple and quick process. Most lines are pre-populated. But this year, when I click submission and it just times out and says try later.

Great question. The law (17 V.S.A. § 2141) does indeed require you to post the checklist in two or more public places, in addition to posting it at the town clerk’s office, but it does not require you to post your checklist online.

We addressed the issue of posting online in our February 19th bulletin (highlit near the bottom of this chain), which of course was well before S. 298 was passed and signed into law. [...]

Thanks - 17VSA sec. 2141(c) (3) seems to conflict with the new legislation - was this removed or was the change an addition to (c) (3)?
Just curious - I have since removed checklists from my website.
If this is a privacy issue, it seems all for not, since the Grand List, which contains all that information for property owners, is public information (with little exception) and we post it to the website as well. The new legislation does not affect that.

Hi all,

Vermont Clerks are not required to post their town's checklist on their city website. Anyone requesting a statewide checklist still has to request through the Secretary of State's office (VSA § 2154). Here is the current statute on posting the checklist:

17 V.S.A. § 2141 : Posting of checklist
(a) At least 30 days before any local, primary, or general election, the town clerk shall cause copies of the most recent checklist of the persons registered to vote to be posted in two or more public places in the municipality in addition to being posted at the town [...]

A suggestion: The checklist is created from the State's election database. Perhaps it should be legislated so that all requests for the checklist go directly to the State, removing the clerks from that process.
