VT 9 FROM BRATTLEBORO TO THE NEW YORK BORDER-- A CORRIDOR OF TRAFFIC DECLINE
DURING THE 1990s

    Traffic declined along VT 9 during the 1990s, the first decline in more
than half a century. From the New Hampshire border at Brattleboro to the New
York border at Bennington, selected road segments that mostly connect one
town to another showed an average yearly decline of 0.5% compared to a 1980s
growth rate of 7.0 yearly. Leaving out the slight growth in the two
Brattleboro segments, the 7.7% increase yearly in the 1980s turned into -1.1%
decline a year during the 1990s.

    The findings in the VT 9 corridor are consistent with most parts of the
State including even some highways in growing areas of Chittenden County.
Along VT 9 the greatest decline recorded was in Marlboro, Wilmington Town
Line to Higley Hill Road , -3.7% yearly and the only increase recorded of
over 1% was 2.0% for the section of highway from the Keene-turn roundabout in
Brattleboro to the New Hampshire border.

    Compared to three other corridors in separate analyses, the VT 9 corridor
shows the only negative trend. In terms of change for the entire decade of
the 1990s, the VT 9 corridor shows a 5% decline, the US 4 corridor 3%
increase, US 7 from the Massachusetts border to Shelburne 1% increase, and US
7 from Shelburne to the Canadian border an increase of 4%.

    These findings are consistent with statewide trends. Annual vehicle
miles of travel (AVMT) growth in Vermont also plateaued in the 1990s,
increasing a post World War II record low of about 16% for the 1990s. The
1980s growth statewide was 57.8%. A great deal of the growth that did occur
in Vermont in the 1990s occurred on certain highways around Burlington,
around White River Junction, and the interstates.

    All traffic change figures are increases from the base year of the
particular decade, 1980 and 1990. The nearest representative year to the
base year was selected when actual counts for 1980 or 1990 were not
available, as indicated in the accompanying table.
