Folk -

Following (as a non-attachment due to the list-server) is an Addison
County Draft RFP from the Addison TAC for a bike/ped study in Addison
County. We would like to send this to all TAC members Monday (March
13th) so that members can review it before our regular Wednesday (March
15th) meeting. If you have any comments please send them to me as soon
as possible. If I get them before Monday they will be included in what
is sent out. If I get them before Wednesday at 5:00 PM I will bring them
to the TAC meeting.

If you are interested in doing the study you might contact Susie at the
Addison County Regional Planning Commission after Wednesday to determine
when the RFP will be available. rick

ADDISON COUNTY
BICYCLE & PEDESTRIAN PLAN


A. Brief Introduction/Background
    Include deadline

B. Study Area
    Very brief description

C. Scope of Services
    Develop county-wide bike/pedestrian plan
    1. Existing Conditions
        a. Review and map all currently identified bike and walking
routes, most of which are recreational
        b. Use: existing guide books
        c. Maps from tour groups
        d. Lake Champlain bikeways theme loops
        e. Green Mountain Bicycle Club
        f. Byways database
    Verify as necessary the data on hand regarding those routes (at
least some field checks)

    2. Opportunities & Constraints (pedestrian and bike)
        a. Identify (preliminary by consultant, then with steering
committee)
        b. Identify/stress potential routes/areas for transportation
(e.g. ?% of Vermont residents live and work in same town?) and dual-use
purposes
        c. Include a section of funding sources for municipalities?

    3. Potential Solutions to issues
        Identify, e.g. road segments that need immediate improvements to
shoulders

    4. Final Report: Recommendations & Implementation strategies
        Decide how to facilitate implementation: e.g. want to
incorporate into Regional Plan?

D. Public Involvement
    Establish Steering Committee
    Review existing Conditions.
    Identify/Discuss opportunities & constraints
    Review potential solutions & recommendations
    Prioritize implementation measures/projects
    Take to towns (PCs? selectboards? multi-town meetings similar to
traffic calming ones?) for comments and buy-in (& possibly to increase
interest in TAC participation?)
