I interpreted Ben's concern as a possible reduction in operating width, not a
reduction in traffic speed.
Some questions for Chapin...
What's the remaining useable width of the outside lane along the section that
"street print" is used?
Does this width include a paved shoulder or not?
What's the drainage situation? Are there drainage grates in the traveled
portion of the outside lane (or shoulder, if any)?
Is parking permitted along this section?
Is the section curbed or not?
What's the posted speed limit along this section?
What's the percentage of heavy vehicles in the traffic mix?
If answers to these questions are made available, it will be possible to make
a general assessment as to whether the City has provided adequate with for
bicycles and motor vehicles in shared roadway situations according to FHWA
