Certainly, as many of you know, my thoughts parallel those of
Peter's.  The MPO area planning reveals not only lack of
competene but an virulant form of benign neglect--all the more
dangerous because Congress has ceded the power to the MPO to
expend one third of the annual federal transtportation dollars to
Vermont--about $30-$35 million annually to Chittenden County.

Transit gets money primarily from property taxes at the desrection
of the balkanized towns and cities of the county while roads and
even rail passenger (also transit) obtain lots of goodies with no
local match required whatsoever.

Transportation programming in the County that should be the most
progresive is too much a a pigs at the trough show.

Yes, there are glimmerings of hope, much of it from the institutional
and business sides--ironically--in the form of commuter choice
initiatives, roundabout development driven from the neighborhood
and town level, etc.

We still do not have downtown car-free network plans for bike/ped,
truly integrated multi-modal services, and strong publicly funded
parking initiatives.

The $30-$40 million Shelburne Road project presents perhaps the
most absurd, anchronistic, road project of the new century.  A
quarter of the funds for Shelburne Road could be allocated to
roundabouts that could accomplish more for circulation, safety, and
time savings--while boosting business vitality!

And then there is the Circ.

Bikepedians,

It's been a while since VBPC has visited the issue of highway construction.
Even so, the pork barrel stupidity of our AOT/MPO project planning and
programming overshadow all bike and pedestrian issues.


So I'm very excited that Wayne Senville has produced a great new web site,
http://stopthecirc.com.  While it would be nearly impossible for one person to
chronicle the decades of missteps and deliberate ignorance inspired by the 50's
dream of the Greater Burlington Beltway, Wayne's done an excellent job of
getting to the current issues.

Each of us knows something about how the Circ has survived and how weak a
project it is.  I hope that you can take a moment to email Wayne something that
will expand and improve his website.  Perhaps you have a good story about how
bike advocates have been conned into supporting the Circ as path development,
or maybe you know about some suppressed information on air pollutants
emissions, or the bogus argument that the Circ will improve emergency response
time.
