The VPIC Chapter 117 page at http://www.vpic.info/chapter117/ now links
to the new "Manual of Procedures for Administration and Enforcement of
Vermont Zoning Bylaws," document developed by Burnt Rock Associates for
the Vermont Land Use Education and Training Collaborative.
This document provides sample language and commentary for updating the
procedural sections of municipal zoning bylaws to meet the new
requirements of Chapter 117. It is intended for use by local and
regional planners and others involved in preparing or amending zoning
bylaws. The sample language is provided in an uncomplicated,
word-processing format so that text can be easily copied and edited for
insertion into existing zoning bylaw documents. Recognizing the wide
variation in organization and content of zoning bylaws around the
Vermont, this Manual offers sample language (not model language) that
should be adapted to each municipality's unique context.
If you have comments or edits please email them to Faith Ingulsrud at
[log in to unmask] and we will update the Manual as needed.
Over the next several months, the Collaborative will produce sample
language and commentary for Rules of Procedure and Code of Ethics for
appropriate municipal panels, that can be used in coordination with the
administration and enforcement procedures in this Manual.
Please forward to your staff and colleagues who may find the Manual to
