I just returned from a very short visit to Stowe. While I was away,
Buck Freeman of the Freeman Foundation had called. I returned his call and he
asked about the status of rail trails in Vermont. I explained that before I
left, they fell into a sort of Bermuda Triangle. While the Vermont Agency of
Transportation had the authority to take them over, AOT didn't necessarily
want to be in the business of operating and maintaining recreation trails.
That responsibility would best fall to the Vermont Department of Forests,
Parks and Recreation but they didn't have the funds to satisfactorily build
and then maintain the miles trails.
We discussed the funding options for creating rail trails and the
continued slowness of AOT in assigning funding and projects and he suggested
communities apply to the Freeman Foundation to create rail trails. I'm
writing to all of you with the phone number of the Freeman Foundation
253-2853 and the suggestion that you tell everyone about this option. Talk to
the local communities and urge them to call.
