Would someone want to create a list of ready rail trails and other
greenways, establish an approximate priority list based on readiness and then
take the list to the Freeman Foundation? If Buck saw the scope of the work
for the whole state he might be more inclined to fund the first and second
projects on the list as opposed to giving partial funding to one proposed
project. Also, it would show that there was an intention of trail
connectedness in the state. I like the idea of bringing in the Trails and
Greenways Council and the VPBC and perhaps even Amy or someone from AOT. It
might even be worthwhile to try to establish a more comprehensive
relationship with the Freeman Foundation. Where communities are having a
difficult time coming up with their 10% match for an AOT project which is
more expensive to construct than a Land and Water Conservation Fund project,
the Foundation might be willing to contribute a share. Perhaps we could even
approach the state and see how many projects could be funded with the
participation of the Freeman Foundation. The Foundation could be the
financial backers to create a trail system in Vermont. Who could develop such
a list and could there be a price assigned to each project?
