And this is from the VT State Drivers Manual:
Bicycle riders are given the same rights and have to obey
the same laws as drivers of automobiles, except when the
laws do not pertain to bicycles. Bicycle riders shall ride as
close to the right side of the road as they can do safely. No
more than 2 bicycles may ride side by side. When there is a
safe bicycle path near the road, bicycle riders are required
to use the path and cannot ride on the road.
And this taken from the Governors Highway Safety Site:

§1136 - 1143
Always wear a helmet when riding a bicycle!
Bicycles should ride on the right, with traffic, in single file.
Bicycles are vehicles and are subject to traffic laws.
Cyclists should watch for uneven pavement, cracks, storm drains
and other roadway hazards that would not hinder other road users.
Cyclists should wear light colored clothing for visibility. Reflective
materials should be added for nighttime riding.
Make eye contact with drivers before crossing in front of motor vehicles.
Be sure the bicycle is in good condition. Brakes should stop the bike
quickly and smoothly. There should be reflectors front and rear.
Additional reflectors may be on the pedals and wheels. The tires should
be the right type for riding conditions and properly inflated.
