Essex Community Educational Center (It's the site for both a technical center and
high school) has instituted parking fees for students. Unfortunately, the fees are
not as intelligently applied as we would like. Students and faculty park in the
same lots in assigned parking spaces. Faculty park for free. Students pay by the
It's better than free parking, but the fees are well below cost and once a parking
permit is obtained, there's no incentive to reduce car trips.
Indeed, the school board is bonding for expanded parking facilities. In developing
parking plans, a parking garage was seriously, if briefly, considered.
Essex remains an example of what not to do for transportation and land use
