VERMONT BICYCLE/PEDESTRIAN COALITION
Montpelier, Tuesday, Sept 7, 1999
Attending: George Plumb, Tony Redington, Amy Bell, Muffie Conlon, Bruce
Burgess, Barry Driscoll, Kevin Besset, Ben Haydock, Dave Jacobowitz, Rick
Good, Rich Warren, Bunky Bernstein, Mill More, Jan McCleery, Art Gwozdz,

Meeting Called to Order by Chair, George Plumb
Meeting Notes for July 14, 1999.  Approved.
George distributed  the new VBPC Factsheet.
Legislation Committee:  David Jacobowitz, reported on recent committee
meeting.  See his meeting notes in archives.
Town Contacts:  Bunky reported some 100 names on town lists.
Election of Secretary and Vice Chair.  Bud Haas was elected recording
secretary, and Bunky Bernstein, Vice Chair.
Question was raised about structure/function of the VBPC.   Several years
ago an “official” Vermont Bicycle Pedestrian Coalition (VBPC)was organized.
The “official VBPC” is not a 501(c)(3), but does have bylaws and a board of
directors.  Also, The Vermont Governor’s Council on Physical Fitness and
Sports (GC) is a  governmental organization with a small budget, consisting
of 20 people appointed by the Governor. The group meeting tonight is sort of
a “subcommittee” of both the GC and the “official VBPC”.   Several members
of this meeting group are members of the GC and also serve on the Board of
Directors of the “official VBPC.  The GC paid for the VBPC Fact Sheet.
Report from Amy Bell, AOT BPC:  Amy discussed her concern that the VBPC
develop a consensus on the development of “cycling facilities” design
standards for repaving projects to offer to AOT.  Discussion followed.  She
suggested that the VBPC could impact and affect repaving, bad spots,
projects on the books, bad locations, and urban situations in the next 5 to
10 years.
Discussion followed about shoulders, about the VtBikePedPlan, about
education, about designating bike routes, about process, etc.
The group generally agreed on the statement, “Bicycling and walking are not
as safe as they should be in Vermont.”
The group listed 5 subtopics for consideration:
1. Infrastructure:  guard rails, construction, reconstruction, paving
2. Education
3. Legislation: funding
4. Enforcement
5 Accountability: holding AOT accountable.
The meeting then agreed to go around the room, each person to present their
views on “shoulders”.
Rich agreed to review and organize the statements made.
New business:
Homework for next meeting.  Read the VT Bike Ped Plan.  Copies avail from
Amy or online at AOT.
Next meeting agenda:  Consensus on shoulders. Legislative agenda.
Next Meeting:  Tuesday Oct 19, Montpelier, 5:30PM, location TBA.
