TRAFFIC GROWTH ON US 7 FROM BENNINGTON TO SHELBURNE A THING OF THE PAST: THE
REST OF THE STORY--US 7 SHELBURNE TO THE HIGHGATE AT THE CANADIAN BORDER

    This analysis presents eight rural links on US 7 near or at town-to-town
borders from Shelburne to the Canadian border.  The 1980s average growth per
from the base year was 6.5% yearly and for the 1990s 0.4%.  Based on a
projected decade to decade approach, the 1980s growth was 52.2% and for the
1990s, 4.0%.

    The eight links growth in the 80s and 90s, 6.5% and 0.4% yearly
respectively compares to 7.1% and 0.1% respectively for the 80s and 90s for
17 links from Pownal at the Massachusetts border to Shelburne.

    Again, annual vehicle miles of travel (AVMT) in Vermont also plateaued
this decade, increasing a post World War II record low of about 16% projected
for the 1990s.  The 1980s growth statewide was 57.8%.
