Happy new year.  I would look at the quality of the math support for the
elementary school teachers.  Most of the literature on professional
development talks about sustained opportunities over time.  Does this math
consultant go into classrooms on a regular basis to support the teachers?
Is once a month really enough to support a teacher's learning of
mathematics?  What program(s) are being used at the elementary levels?
Also, when you say there is a widening gap-what do you mean? Being more
specific may help you analyze the exact struggles your students are facing
in mathematics.
