Teachers are being caught in the middle


A recent report by the National Staff Development Council points to limited
investment by school systems in any type of professional development. About
38 percent of the members polled said their districts set aside only three
days a year for professional training. Seventy percent said less than 5
percent of their school system's annual budget is devoted to professional

"The people who set the priorities for our schools seem to think of students
as the only individuals whose job it is to learn," said Dennis Sparks, the
NSDC's executive director. "That attitude could sabotage the ability of
public schools to improve student achievement."
