    On the contrary, we have made a strong effort to use State
CMAQ funds for a commuter fringe benefit 18-month demonstration
here at the State House Complex and downtown--it would reward
bikers (like myself!) and anyone who does not bring a car to the
workplace or uses the peripheral parking with the shuttle.  The AOT
fought us tooth and nail--they said we should go to Chittenden
County (the AOT does not control those funds, of course, the
County MPO does).

        Of the $6 million in CMAQ statewide, about three went to
transit a couple of years ago and the balance into roads.  Frankly,
the AOT programming shows no interest in air quality, greenhouse
gases or energy conservation.  It is shelving roundabouts
regardless of how many towns and cities move forward (I was in
Killington last night presenting to the planning board and with Sgt.
Winn today along with some local folks at the US 7/Ferry Road in
Charlotte talking about  a roundabout primarily for safety purposes).

        The AOT suggests that any alternative use of CMAQ funds
takes dollars away from transit!  Right now we get about $1 million
in "new" bike/ped infrastructure funds out of a $100 million pot of
federal funds (not including enhancements which are a federal
MANDATE, not something willingly given by the State).

        Since the state is borderline non-attainment in air quality, we
hardly have anything to be proud of in this department.  Also,
yesterday, checked out the Rutland parking garage now being
maintained by the State at a cost of $400,000 annually (100
percent state dollars)--and it is one third empty with part of the
fourth and the entire fifth level completely shut off.
There--got that out!

        What can be done?  A well-thought out approach that would
improve air quality, spur biking/walking--and used CMAQ funds--
makes a lot of sense.  It should be pushed at the MPO (i.e.,
Chittenden share of funding) and the balance of the state that is
controlled by AOT and the legislature. (Chittenden MPO really
controls about one-third of the funds coming into the state).

    Perhaps one could start small so as not to threaten the parched
highway program.  Am willing to meet--this can also fit into my
work, in part to spur the State energy plan implementation that
applies to transportation and global warming--to talk further
anytime, anywhere.

Here’s an interesting approach to stimulating bike commuting.  To my
knowledge, Vermont has never tapped CMAQ (Congestion Mitigation Air Quality)
